Before an emergency (set up once)

  • Keep a current roster with each child's group and primary guardian.
  • Assign every child to a staff member or group leader.
  • Agree on your muster points (primary and backup) and evacuation routes.
  • Decide who starts the roll call and who calls emergency services.
  • Keep a printed roster backup in case a device or the network fails.

When the alarm sounds

  • Move children to the nearest safe muster point by group.
  • The lead staffer starts the roll call and announces it to the team.
  • Each group leader confirms every child in their group by name.
  • Track who is confirmed present and who is still unaccounted for.
  • Escalate immediately for any child not confirmed within your target time.

For each child, confirm

  • The child is physically present at the muster point.
  • The child is with their assigned group or staff member.
  • Any child who left earlier is marked checked out (not missing).
  • A visible count matches the expected number for that group.

After all-clear

  • Record the time to full accountability.
  • Note anyone who was checked out during the event.
  • Debrief: what slowed the count, and what to fix before next time.
  • File the record with your incident/attendance log for licensing.
